The Lower Rio Grande is the stretch of the river that begins just south of the Elephant Butte reservoir in New Mexico and ends south of Socorro, Texas. Once the Rio Grande passes El Paso, the river acts as the boderline between the United States and Mexico. Because water from the Rio Grande is so heavily diverted throughout the watershed, it is not uncommon for parts of the river in this region to dry up during periods of prolonged drought.
